SeeDs, the diplomats and soldiers of SeeD, are trained in institutions called Gardens. Three exist in the world: one in Balamb, one in Galbadia and one in Trabia. They are similar to schools, in that young people are educated and eventually graduated (if they are good enough), in this case to become SeeDs. Students - cadets - are taught the skills required by SeeD, including magic and combat, and lessons in diplomacy. It is not unusual for students at Garden to be orphaned children, though the majority are enrolled by the will of themselves and their parents/guardians. Garden takes junior students from the age of 8 upwards, and aims to graduate all cadets by the age of 19. Cadets who fail to graduate by year in which they turn 21 are dismissed from the system, though they can apply for training in another area in the system, such as medics or administration. Typically, cadets graduate at 17 or 18, though there have been a few cases of younger graduates.
The main priority of SeeD is to give aid to those in need, along with the maintainance of peace. SeeD is often the "middle-man" in settling diplomatic compromises and agreements between nations. Since they have no open political stance, they provide aid to the people of any and every nation.
seeD protocol
SeeD has a list of protocols that must be adhered to at all times:
1.1 A SeeD with higher rank is assumed to have authority other SeeDs of lower rank and students. Orders given by SeeDs of higher rank must be obeyed unless specified otherwise.
1.2 In situations where a team is made up of SeeDs of equal rank, a team leader will be appointed and decisions must be undertaken by them.
1.3 If a SeeD in a position of authority is considered unfit to command, their orders may be ignored and a new leader appointed. However, this must be reported to senior member of garden or highest ranking officer available in garden as soon as possible and a hearing concerning the SeeD unfit to lead and the accusing members will be held. Only a deputy headmaster, headmaster, head SeeD or chief of medical staff may officially give the verdict of unfit for service.
2.1 In times of confrontation, SeeD are reminded that although their training makes them more adept in combat than most government trained units, the aggressive solution is not always the wisest one and unless the elimination of an individual is essential to the success of a mission, reasoning is encouraged.
2.2 If, however, violence is unavoidable, SeeDs are encouraged to merely render their opponents unable to fight, by disarming them or rendering them unconscious. SeeDs are discouraged from maiming, killing or giving an opponent permanent damage unless, as stated in protocol 2.1, their elimination is vital to a mission's success.
2.3 Should fatalities take place, a SeeD is required to give reasoning for the deaths to his superiors.
2.4 SeeDs are also reminded of the consequences of aggression and that escape is an option. SeeD is heavily outnumbered by government organisations, and violence against some members of an organisation may lead to more members using aggression against SeeD.
3.1 Upon capture, if a SeeD's captors are unaware that the person in their custody is a member of SeeD then the SeeD has permission to attempt to escape.
3.2 If, however, the captors are aware of a SeeDs affiliation to Garden, then the SeeD is required to wait for 10 days for word from Garden that the SeeD's release is being negotiated.
3.3 If after 10 days, no word comes from Garden, then the SeeD has permission to attempt to escape.
3.4 If Garden's negotiations with the captors fail, then the SeeD has permission to attempt to escape.
3.5 If it is obvious to the SeeD that their captors have no intention of negotiation with Garden or that the SeeD's execution is imminent, then it is up to the SeeD to make judgement on how to act, and permission to attempt escape is given. However, if there is a gross misjudgement on the SeeD's behalf, he or she will be subject to scrutiny from his or her superiors.
4.1 If the headmaster of a Garden is declared unfit for service, goes missing or is killed, then command of that Garden is given to the deputy headmaster until either the headmaster returns to service or a new headmaster is appointed.
4.2 If the deputy headmaster of a Garden is declared unfit for service, goes missing or is killed during a time when the headmaster of that Garden is similarly unavailable for service, then command of that garden is given to the head SeeD until either the headmaster or deputy headmaster return to service or a new headmaster or deputy headmaster is appointed.
4.3 If the head SeeD of a Garden is declared unfit for service, goes missing or is killed during a time when the headmaster and deputy headmaster of that Garden are similarly unavailable for service, then command of that garden is given to the next most able until the headmaster, deputy headmaster or head SeeD return to service or a new headmaster, deputy headmaster or head SeeD is appointed.
